Will Baltimore Revive Doubts of ‘Broken Windows’ Policing?
The DOJ said Baltimore’s zero-tolerance policing “led to repeated violations of the constitutional and statutory rights, further eroding the community’s trust in the police.” NYPD Commissioner William Bratton, an early advocate of Broken Windows, says the excesses of Baltimore police should not be used to discredit “the fundamental principle on which police operate.”
