The New York City Department of Finance has confirmed that the city is owed $534.5 million in unpaid parking fines, as serial offenders skirt the rules in one of the world’s most maddening places to get around, The Guardian reports. A public database of New York City parking and camera violations over more than two decades lists over 3 million unpaid fines. The city has fewer tools to pursue these vehicles. The worst individual offenders are foreign diplomatic vehicles, owe a total of $15.7 million in parking fines.
