Europe Offers Lessons for Overhauling U.S. Prison ‘Culture,’ Conference Told

A 2015 visit of U.S. prison leaders to Norway set in motion a series of changes that have led to overhauling North Dakota’s prison system–and could serve as a model for other jurisdictions, state’ corrections chief Leann Bertsch told the 15th annual John Jay/Harry Frank Guggenheim Symposium on Crime in America.
