  2. One of the greatest impediments is the system’s commitment to reducing recidivism rather than reducing victimization. They are not one and the same. The best domestic violence strategies are those that don’t hesitate to lock up abusers for the slightest infraction of a “no contact” order. No contact should mean just that. No phone calls, texts, no waving hi from across the street–nothing.

    Critics will claim this increases recidivism. So what? The system should strive to keep people safe and not to keep predators out of jail.
