Are Eureka, Ca., Tallahassee, Fl., and New York’s Manhattan borough “America’s Most Stoned Cities”? That’s what TheDailyBeast.com says in rankings of metro areas with at least 30,000 residents. The site considered statistical data and “a subjective valuation of each city's pro-cannabis atmosphere.”
Sixty percent of the ranking was based on the Substance Abuse and Mental Health Services Administration's most recent National Surveys on Drug Use and Health, which includes estimates of percentage of the population who used marijuana in the past month. Twenty percent derived from FBI arrest data covering marijuana possession and sale. The other 20 percent was based on local pot culture. We asked CelebStoner.com publisher Steve Bloom to score each of our top 50 cities, with 1 being the least pot-friendly and 10 being the most pot-friendly. Places with active chapters of the National Organization for the Reform of Marijuana Laws chapter got extra points.
