On Oct. 29, Attorney General Eric Holder spoke in St. Paul, Minnesota at the Tribal Nations Listening Session. Holder called crime rates in American Indian territory “staggering,” pointing to violent crime rates that are as much as 10 times the national average, and the fact that one in every three American Indian women are raped during her lifetime. Holder announced the creation of a Tribal Nations Leadership Council, and encouraged passage of the Tribal Law and Order Act.
