Expertise: Bilchik, a former prosecutor, headed the U.S. Office of Juvenile Justice and Delinquency Prevention during the Clinton administration, and then led the Child Welfare League of America. The center he now heads offers training for “public agency leaders, across systems of care and levels of government, on the key components of a strong juvenile justice reform agenda.”
