TRAC employs the Freedom of Information Act to access and analyze information about staffing, spending and use of resources by the various federal law enforcement agencies, including the FBI, IRS, ATF and DEA. Its reports often shed light on shifts in law enforcement focus. For example, in 2008 TRAC reported steep declines in white collar crime prosecutions since federal law enforcers began shifting resources toward counter-terrorism beginning Sept. 11, 2001. Another '08 TRAC report documented a “historic collapse” in IRS audits of the nation’s largest corporations during 2007.
