The Justice Department may allow the FBI to investigate Americans without any evidence of wrongdoing, relying on a profile of potential terrorists that could single out Muslims, Araba, or other racial and ethnic groups, the Associated Press reports. The change, expected this summer, is part of an update of the so-called Attorney general guidelines. One official, while defending the proposal, raised concerns about criticism during a presidential election year over “the P word”–profiling.
Attorney General Michael Mukasey acknowledged he pending overhaul last month, saying the guidelines seek to insure that regulations for FBI terror probes don't conflict with those involving more traditional criminal case. “It is necessary to put in place regulations that will allow the FBI to transform itself  into an intelligence-gathering organization in addition to just a crime-solving organization,” he said.
