As Houston Police Chief C.O. Bradford ended his controversial tenure Monday, his temporary replacement announced plans to clean up the department’s embattled crime lab during his three-month tenure.
Joe L. Breshears, who had been an executive assistant chief, succeeds a man who retired amid persistent controversy that included a crime lab scandal that has engulfed the Harris County criminal justice system for almost a year.
Breshears’ appointment was announced by Mayor Lee Brown, a former police official in Atlanta, Houston and New York.
