The Justice Department is circulating a plan to take authority from the fedeal Bureau of Alcohol, Tobacco, Firearms, and Explosives in bombing cases, U.S. News & World Report says. The proposal would refer all bombing cases first to the FBI, to explore possible terrorist angles. ATF insiders say that most bombings are not terorist acts. The magazine says that “ATF vets see this as the beginning of the end for their agency, which was moved from Treasury to the Justice Department after 9/11.” Top Justice officials say ATF still would investigate many of the nation’s 2,500 bombings each year. But ATF is unconvinced. “There’s more at stake here than just ATF,” warns an agent. “We’re creating a national police force, and that should make people uneasy.”
