Mississippi Halts Prison Growth By Paroling More Nonviolent Offenders

Mississippi has been able to reduce its relatively high prison population by reducing its average length of incarceration and releasing more inmates on parole, says a new report by the JFA Institute for the Pew Center on the States Public SafetyPerformance Project. A key was a 2008 law that permitted nonviolent offenders to be paroled after serving 25 percent of their sentences; the state had required all offenders to serve 85 percent. As of last summer, 3,076 inmates had been released under the change in a state with 22,800 inmates in 2007. (more…)

CA Early-Released Inmate’s Rape Charge Prompts Protest

Sacramento sheriff’s officials say it took less than one day for an inmate who was set free Monday under an early-release plan to be arrested again, this time on a charge of attempted rape, reports the Sacramento Bee. The incident prompted outrage from groups opposed to the new state law aimed at reducing prison populations by releasing nonviolent, low-level offenders who earn extra credits for participating in educational and other programs. Law Enforcers Urge OR Pols To Repeal New Early-Release Statute

Oregon law enforcers are calling for repeal of a controversial law designed to prune prison costs by shaving time off the sentences of thousands of state prison inmates, reports the Salem Statesman Journal. State lawmakers, who approved the money-saving law last year, will tackle the thorny issue during this month’s special session. CA To Put GPS Anklets On “Worst Of Worst” Gang Parolees

California will strap Global Positioning System anklets on 1,000 recently paroled gang members this year, hoping to keep them out of trouble by limiting their movements while gathering intelligence in case they return to their old habits, reports the San Francisco Chronicle. The move expands the nation’s biggest GPS monitoring program of convicts, three years after voters required satellite tracking of more than 7,000 paroled sex offenders. (more…)
