In a tale of how some small police department’s work, the former police chief of the Village of Butler, Wi., the subject of a scathing report detailing how he and other officers watched porn on duty and used racial slurs and other derogatory language, did not receive any performance reviews in more than 20 years, says the Milwaukee Journal Sentinel. The disclosure comes as the village is preparing to hire a new chief.
Administrator Jesse Thyes said the village is negotiating with acting chief David Wentlandt, a lieutenant who has 18 years with the department, to take over the job. A report by the Waukesha County Sheriff’s Department found that former Chief Michael Cosgrove presided over a frathouse-like atmosphere. Cosgrove also did not regularly update policies or give employee evaluations.
