cellRacial disparities in youth detention and juvenile justice are rampant, says a new report, “The Keeper and the Kept,” released by the W. Haywood Burns Institute. The study address new  ideas and solutions to reduce these issues in juvenile detention, including jurisdictional assessment, developing a work plan and creating alternatives to detention.
