RAND Testimony: NYPD Stop and Frisk



On April 30, Dr. Greg Ridgeway, a senior statistician with the RAND Corporation, testified before the New York City Council Committees on Public Safety and Civil Rights about the NYPD’s “Stop, Question and Frisk” policy. Ridgeway analyzed 500,000 pedestrian stops made by NYPD in 2006, in an attempt to ascertain whether racial profiling was present. He determined that, overall, officers did not disproportionately stop non-whites, but recommended a closer look at racial disparities on Staten Island.
