The Models for Change project is sponsored by the John D. and Catherine T. MacArthur Foundation of Chicago. Its goal is to “identify and accelerate promising statewide models for juvenile justice systems reform.” Four states were initially selected for support “based on their record of progress, the likelihood of realizing successful outcomes in three to five years, and their potential as bellwether states.” They are Pennsylvania, Illinois, Louisiana, and Washington. The project also sponsors “action networks” in four other states, Maryland, Kansas, North Carolina, and Wisconsin.
