Expertise: Butcher, a former resident scholar with the Public Policy Institute of California, was co-author (with Rutgers Professor Anne Morrison Piehl) of a 2008 study showing that immigrants are far less likely than the average U.S. native to commit crime in California. The study, “Crime, Corrections and California: What Does Immigration Have to Do with It?,” suggests that “longstanding fears of immigration as a threat to public safety are unjustified.”
