RI Chief Justice Condemns Governor’s Spending Proposal for State Courts as Unconstitutional


The Providence Journal reports that Supreme Court Chief Justice Frank J. Williams has called for a 20-percent increase in state spending for courts while condemning a proposal by the state governor to force the court system to raise additional funds by collecting fees, costs and fines in lieu of increasing its budget.

In his annual State of the Judiciary speech to state legislators, Williams said the governor’s spending plan would turn the courts into a collection agency. “I am alarmed at the governor’s proposed budget that expects the courts to balance the judiciary’s books on the backs of the very people we serve,” he said.
