A Los Angeles police disciplinary board has ruled the 1999 LAPD shooting of a mentally-ill woman waving a screwdriver was justified, in direct conflict with the civilian Police Commission's earlier decision that the officer should be punished. The Los Angeles Times says that the decision has led the head of the commission and new LAPD Chief Bill Bratton to call for changes to the disciplinary system.
